    Paramedical Education Council, popularly known as IPC in the Education sector is equipped with Advanced Studies Courses and was established in 2016 with the objective of providing quality Paramedical and Nursing education for under 10th, 10+2, graduate and post graduate levels. Young aspirants’ study in a stimulating environment of independent thinking and innovation in various disciplines of Health Care, Hospitality and self-employment. IPC is focused on value addition to the courses that it offers to the student community and provides the unique combination of Health excellence, opportunities, choices and experience. With rapid globalization of all economic activities, it is imperative that students develop a global outlook to become successful in the International arena. IPC is Run & Managed by The SITE Regd. by Govt. of India based on the Central Govt., Ministry of MSME TMA Act 1999, Section 23 (2), Government of India, Ministry of Human Resource Development, Government of India, Under C R Act 1957 and functions under its able leadership and Guidance. The Institution is working for promotion of the Paramedical Health Education and Nursing in the Country. This Institution is working towards creating a band of well-trained Paramedical and Nursing Professionals.

    The constitution of the Paramedical Education Council for the purpose of co-ordination and determination of standards of education in the field of Paramedical and for the maintenance of a Register of Paramedical for all India. The courses are designed to develop paramedical by nurturing knowledge. Paramedical Education Council is a non-university institution. All program of Paramedical Education Council is autonomous and do not come under preview of UGC/AICTE/MCI or any other Medical Board.

The Norms and Objects of HMIHCCR is a registered organization under SR Act XXI of 1860 Literary and scientific institution Act with the head office at Kohara Punjab is Generally Colled Central board being a central office to supervise the affiliated Institution/ colleges all Punjab and India bases. All Diplomas/certificates are awarded Autonomously by The Board for Effective Health services now there is the need that the Entire Programme should be at National Level to be Reviewed to move with new Medical Development. The responsibilities of the community in Health have more importance which should have trained Health specialists along with workers and technologists and should be well Equipped to give specified remedies for day today illness. so to achieve this purpose HMIHCCR Uttar Pradesh has Founded.     This Council is authorized to do the Registration of Paramedical (Provisional/Permanent), as per the schedule of Paramedical Education Council, Whole India. Paramedical Council, Whole India is established under section Act 1882. Paramedical Education Council, Whole India is moving towards automating its workflow to ensure faster and smoother education. It means we are moving towards the paperless administration. This will be facilitating faster and efficient workflow. The digitization project, apart from enabling online submission of applications for opening of new paramedical/allied health sciences colleges or seat enhancement, will create a national database of Council in paramedical colleges/institute which will be linked with their Aadhar Card and have biometric verification.

    Paramedical Education Council of India is providing various options for registrations to the students-

    Student from any stream and courses of Paramedical Training from all over India are invited to get registered from Paramedical Education Council of India.

    To get placement in various Private, Semi Private, Government and Semi Government Hospitals & Setups from all over India.

    Students are advised to follow the below instructions for registration-

    5. Required Documents -

    Fill the Registration Form only if you meet the eligibility for registration to the program. Duly filled in a registration & declaration form, will be allowed submission only along with following:

    (1). 10th & 10 +2 Mark sheet & Certificate scanned copy.
    (2). Scanned Copy of Paramedical diploma/degree mark sheet & certificate.
    (3). Scanned Passport size photograph should be in jpg format for online submission.
    (4). One Id and address proof such as – Aadhar /Passport/Voter Id & Pan Card.
    (5). Any leaving /Transfer/Migration/NOC Certificate.
    (6). Registration & Declaration Forms.


    (7). Fees for registration in the Paramedical Education Council of India
    (8) The council has maintained the Allied and healthcare professionals Register that is online and live.
    (9) The applicant shall fill the application as perform –B or a format designed by the councils for the issuance of certificate of registration
    (10) The registration fee is Rs. 5250/- or as decided by the council from time to time payable in favour of    Paramedical Education Council of India Council fund, along with the application.


    (11). Form of certificate of registration
    A certificate in FORM C annexed to these rules or as modified by the council is issued by the Secretary under his seal.

    12. Fees and form for duplicate certificate
    (1) A Certificate in Form C annexed to these rules or as modified by the council shall be issued by the Secretary under his seal
    . (2) In case of issuance of duplicate certificate, a fee of Rs. 1000/- or as decided by the council from time to time will be chargeable in favor of the, Paramedical Education Council of India fund.


    13. Fee and the manner of payment
    (1) A renewal certificate in Form Cannexed to these rules or as modified by the council shall be issued by Secretary under his seal.
    (2) In case of issuance of renewal Certificate a fee of Rs. 3000/- (Three thousand) or as decided by the council from time to time will be chargeable in favor of, Paramedical Education Council of India fund.


    14. Fee for the registration of Paramedical Education Council of India
    (1) In case of removal of name of defaulter under proviso to subsection (2) of section 35, the name so removed may be restored to the said register on payment of Rs. 5000/- (five Thousand) or as decided by the council from time to time, which shall be paid in favour of, Paramedical Education Council of India fund.

    15. Fee for restoration of name in Paramedical Education Council of India
    (1) In case of restoration of name of a person in the Paramedical Education Council of India of fees of Rs. 10000 (Ten thousand) or as decided by the Council will be chargeable in favor of, Paramedical Education Council of India fund.

    16. Form and time for preparing annual report.
    (1) At the end of a period of twelve months ending with the 31st march of each year, the council has prepare the following financial statement along with necessary schedules, notes on accounts significant accounting policy in accordance with the notes and instruction for compilation of financial statement prescribed by government of India .

    b. Income and expenditure account
    c. Receipt and payment account
    (2)The annual financial statement is approved and adopted by the council and for the purpose of authentication, be signed by the chair person and Secretary of the council.
    (3) The approved annual financial statement of the council shall be audited and presented to the council in the meeting every six month of the end of the financial year.
    (4) The Council has submit annual report to the Government of India by of every year in soft and hard copy to the Principal Secretary /Secretary Medical education Department of government of India.

     

     

     Paramedical Education Council conducts autonomous paramedical programs (Diploma/ Certificate). Paramedical Education Council aims to provide quality education in the basic/specialized/advance areas of the paramedical. The course is designed to develop paramedical by nurturing knowledge.  Paramedical Education Council is a non-University intuition. All programs of the Paramedical Education Council are autonomous and do not fall under the preview of UGC/AICTE/MCI or any other Medical Board. Paramedical Education Council was established in 2019 under the Indian T /Act 1882 and whose registration number 288 is recognized by the Government of India. This body was functioning under its constitution. By laws to ensure and promote quality in the paramedical courses. The faculty conducts the examinations, issues diploma certificates and registrations to deserving candidates. The faculty Affiliation the institute and issue norms, standards and guidelines itself to regulate the field of Para Medical Education. The Govt. accord prime importance to public health. The Health of the People's depends primarily on adequate nutrition, health education, proper arrangements for the prevention of disease and proper facilities for care and cure of Sick.

    • To start a paramedical college, you should pay 40,000/- Rs. for run any of one approved paramedical course, approved courses list given in course section.
    • If any Paramedical college want to run more than one paramedical course, they should pay 10000/-Rs. more for each course.

    2. Name of the Society or Trust or approved academic institution organizing the centre. (A copy of the certificate of registration to be enclosed).

    3. Infrastructure available in details as per norms of the Paramedical Education Council is to be submitted. Status of the building whether owned or rented is to be indicated (copy of ownership deed/ Agreement of Tenancy and layout plan of the building are to be enclosed).

    4. Equipment list - course wise to be submitted.

    5. Faculty should have recognized professional qualification. List of Faculty including copies of recognized professional qualification to be submitted.

    6. Routine for the proposed course(s) to be submitted.

    7. Fund availability for the running the centre is to be indicated. Copy of audited accounts for last three years, are to be submitted.

    8. Certificates from the competent authority are to be submitted in respect of power connection, sanitation and hygienic condition, Water supply etc.

    9. If the centre is already affiliated to other affiliating body, then furnish details of the agency and the name of the courses.

    10. The Paramedical Education Council will scrutinize the application and after judging the authenticity and financial position of the applicant shall convey to the applicant the decision whether the centre can be considered, for affiliation or not with reason for not considering the centre.

    11. If considered, Paramedical Education Council will arrange for inspection team duly constituted by the authority.

    12. On the basis of the recommendation made by the inspection team, provisional permission will be granted and centre will be asked to deposit the affiliation fee to be paid through bank draft drown in favour of Paramedical Education Council on. on receipt of the affiliation fee formal affiliation letter will be issued to the concerned centre.


    The management of the centre shall make all necessary arrangement and create every facility for the centre for the centre for conducting the proposed course(s). There is no provision of any financial help / grant from the Paramedical Education Council to open / run any paramedical centre.


     

    NORMS AND STANDARDS
    1. Courses: List of courses are available in the council’s Website www.hmihccr.com a part from these courses, there are some course for which syllabi have been prepared by centers send those syllabi are duly approved by this Paramedical Education Council. Courses on any field, which have potential for employment / self - employment in an area are also accepted. Centers may forward such courses along with a copy of syllabus to this council for approval and affiliation.

    Class hours: total class hours for every course will be 360 hrs. & 720 hrs. duration for one year & two-year courses respectively. Out of which 80 % will be practical classes and 20 % will be. Theoretical classes minimum 15 hrs (12 hrs practical + 3 hrs theoretical) classes per week each course / batch are to be conducted.

    2. Affiliation fee of Rs.40000 /- (Rupees Fourty thousand only) is charged for 1 to 4 courses. For each additional course a sum of Rs. 10000/- (rupees five thousand only) is charged. Normally affiliation is granted for one year if otherwise there is no specific reason. Renewal of affiliation fee is 20000/- (rupees ten thousand only).

    3. Enrollment & Examination fees will be taken according to our fee infrastructure.

    4. Physical Verification Fee 15000/- (Fifteen Thousand Rupees Only) will be charged after Institute Investigation by our team member.

    5. July to June for 1- & 2-years courses.

    3. Your payment towards application fee will not make you eligible for staring the opening new college (Paramedical). Paramedical Education Council.  verifies your candidature as per the rules and guidelines and will decide to accept or reject your application. It is the sole discretion of the Paramedical Education Council. committee to finalize the eligibility of the applicant for opening new college (Paramedical) as per the information provided by the applicant.

    4. Any dispute arising out of Paramedical Education Council. shall only be settled and decided under the jurisdiction of Hon’ble High Court, Chandigarh.

    EXAMINATION RULES GUIDELINES CONDUCT OF EXAMINATION

    1. Date of Examination: -

    1. The date of all examinations of the faculty shall be fixed by the Council in accordance with the ordinance relating to the examination.
    2. The faculty holds two examinations in a year i.e. annual and Supplementary. The annual examinations are held during the month of June/ July and the Supplementary in month of December each year.

    2. Appointment of Examiners: -

    1. Examiners for the examinations of the faculty shall be appointed by the faculty. Provided that in some cases in which, in the opinion of the Registrar, immediate action is necessary, examiners for the such examinations may be appointed by him.
    2. The committee shall recommend persons for appointment as examiners from time to time, from among persons on the list of examiners approved by the Faculty. Preference shall however, be given to the qualified teachers, the center Superintendents/ Principals/ Heads of the affiliated institutions of the faculty. The Registrar shall have the power to overrule and recommendations of the committee for appointment as examiners.

    3. Conduct of Examinations: -

    1. The faculty shall appoint inspectors for the examination centers and shall issue such instructions, as may be necessary for the smooth conduct of the theory examinations.
    2. Copies of question papers shall be printed or cyclostyled at such time as may be determined in each case by the Registrar.
    3. The Registrar of the faculty have forward before the commencement of examinations, to the officer- in-charge of each center the following papers. Such other papers as may be required for the proper conduct of the examinations.
    4. The Officer- In charge of each center shall forwards all answer books, relating to the written part of examinations, to the Registrar of the faculty.
    5. The Registrar shall issue such general instructions, approved in this behalf by the faculty, for the guidance of examiners as considered necessary for the proper discharge of their duties and shall prescribe suitable forms for the recording of the marks obtaining by the student.
    6. In visitors at examination centers of the faculty shall be appointed as per rules.
    7. The Registrar shall appoint a theory Superintendent for each center.
    8. The accompanists and such other staff, which may be required for the conduct of examination, shall be appointed by the Center Superintendent at his own expenses.

    4. Preparation of Results: -

    1. A special examination committee, consisting of such members as may be approved for the purpose, shall be appointed from among st the staff to prepare the result of the examinations for publication.
    2. Any attempt made by or on behalf of candidate to secure preferential treatment in the matter of his or her examination, shall disqualify the candidate.

    5. Fixation of Examination Centers: -

    1. All Examination Centers for annual/ Supplementary examinations of the faculty shall be fixed by the faculty each year according to convenience and suitability. To fix an examination center shall be the exclusive right of the faculty and unwanted correspondence shall be entertained in this behalf.
    2. The examinations of the faculty shall be held at such centers only as are fixed by the faculty for the purpose. NO practical examination shall be held at any other center, which is not fixed by the faculty. Arrangement of sub- centers is not permissible ordinarily. However, the faculty has the right to permit a sub- center to be arranged in case the sub- center is prepared to beat the T.A. and D.A. of the examiners, if the number of students is less than 40 at the sub- center. The request for sub- center shall be sent to the faculty at least one month prior to the date of examination.
    3. Examination centers shall be set up various places on the receipt of applications, in the form prescribed by the faculty from time to time.

    6. Central Rules: -

    1. The examination dates will be notified to the Superintendents of the Examination Centers who shall be responsible for informing the candidates accordingly. The faculty shall not be held responsible in case if any student remains uniformed.
    2. Examination papers shall be set in English language. if necessary and candidates shall be permitted to answer their question in the language English/Hindi or of their choice as stated in the application for admissions to the relevant examination.
    3. Theory papers in sealed cover shall be sent to the respective examination centers well in time. But if for any reason these are not received at any examination center in time, the Superintendent of such centers shall bring this fact to the notice of the Registrar telegraphically or telephonic-ally or personally.
    4. All examination papers shall be opened only at the stipulated time and date of the respective examinations, in presence of three responsible persons of the area and the Superintendent of the Center and three out of these four persons shall sign the envelope containing these examination papers, mentioning the date and time the envelope was opened.
    5. The answer books shall be collected and enclosed in a cloth cover for the purpose of dispatch to the chairman and each package shall be duly sealed and signed by the Superintendent of the Center and invigilator or invigilators, in the presence of each other, immediately after the examination is over.
    6. Every Superintendent of an examination center shall have to arrange a hall with tables, etc. for the written test and a table, tempura, drummer etc. which may be needed for the practical examination and the expenditure on the above shall be borne by the individual center concerned.
    7. Superintendents of examinations centers shall arrange for writers to write answers of the theory papers of blind and handicapped candidates, whose remuneration shall be paid by the candidate himself. An attested copy of passport photographs of each such writer shall be sent by the Center, Superintendent concerned to the faculty along with the writer qualification, both education and technical, which shall be prescribed and verified by the faculty.
    8. The authorities of the faculty may appoint an Inspector who shall be authorized to inspect any examination center at any time and to submit an inspection report. Such inspector shall receive the fullest co-operation of the Superintendent of the Examinations Center.
    9. The responsibility for the successful holding of examinations at all centers shall be that of Superintendent of the examination centers.
    10. If in any case the Superintendent of examination center acts irresponsibility in the opinion of the authorities of the faculty, suitable action shall be taken against such Superintendent and the decision of the faculty in this respect shall be final and binding on the superintendent concerned.
    11. All complaints regarding the holding of examinations in respect of examination centers shall be made to the Registrar within fifteen days of the commencement of the examination. Each complaint must bear the signature and full address of the complaint. Only those complaints shall be entertained which are considered justified by the faculty, whose decision in this respect shall be final and binding. No anonymous complaint shall be entertained.
    12. Normally change of center is not permitted. In exceptional and pressing, circumstances the candidate shall be allowed to change the center, if intimation in this respect reaches the office of Registrar 10 days prior to the commencement of the examination. Such candidates shall have to pay Rs.200/- fee for the change of center. ) Where the authorities of the council have reasons to believe that foul and unfair means have been adopted in the course of conduct of the examination, the examination held at such center is liable to be cancelled in respect of that examination center. The decision of the council in this regard shall be final and binding on all concerned.
    13.  If it is found that a candidate/ candidates/ has/ have adopted unfair means, such candidate/ candidates is/ are liable to be expelled from the examination hall and he/ she they may be further debarred from appearing for the examinations of the faculty for a specific period as may be determined by the faculty. The decision of the faculty in this respect shall be final and binding on such candidate/ candidates. Rectified result of any candidate received from the appointed examiner after one month from the declaration of the result shall not be entertained under any circumstances whatsoever.
    14. Where the Division of candidate falls short by one mark in the aggregate, he/ she shall be awarded one grace mark provided such candidate passes both in theory and practical separately without looking into consideration award of any grace mark.

    The courses which support medical work but do not require a fully qualified doctor (such as nursing, radiography, emergency first aid, physiotherapy etc are called as paramedical courses. These can also be termed as emergency or pre-hospital services. There are diploma paramedical courses as well as degree courses too.
